You need plain DOS to run FCALIB (MS-DOS 5.0, 6.22 is ok)!
If you do not have DOS on your PC try FreeDOS. A bootable Diskimage (1.4MB) with FreeDOS, FCALIB and LNMON can bee loaded here:
You can use dd (man dd) on Linux or RawWrite on Windows to write the image on a floppy.
